Today, we honor the life and legacy of Dr. Martin Luther King Jr., a tireless advocate for justice, equality, and peace. He taught us that “love is the only force capable of transforming an enemy into a friend.” His courage, vision, and unwavering commitment to nonviolence continue to inspire us to work toward a more just and inclusive world.

Let’s use today as a reminder of his dream and take it to heart in our daily actions—working together to create positive change in our communities. As Dr. King said, "We must all learn to live together as brothers or we will all perish together as fools."

Are you interested in how taxpayer dollars are used 

to operate Kill Devil Hills’ services?

The Town of Kill Devil Hills Finance Department is proud to present the second edition of our Popular Annual Financial Report (PAFR). This report is designed to provide those with an interest in the Town’s financial activities a summary of our financial operations in a concise and user-friendly format. It’s our hope that the PAFR helps you gain a better understanding of the Town’s financial activities and our commitment to fiscal integrity and sound financial management. In addition, our aim with this report is to provide a level of transparency that gives you the utmost confidence in how your Town operates.

The Town prides itself on its comprehensive and quality services, all provided while maintaining a sound financial position. We hope that you find it to be informative and understandable. As you review this PAFR, please feel free to share any questions, concerns, or recommendations you may have with us by emailing Angell Doughtie, Finance Director.

While thorough, it’s an abbreviated version of the Town’s Annual Comprehensive Financial Report (ACFR) for fiscal data ending June 30, 2024. The PAFR is intended to be a supplement to the ACFR, not a replacement.

Cold Weather

Preparedness Tips:

Whether we get snow or not, our area will experience extremely cold temperatures this week. It is important to make sure your home and family are prepared. Take the time now to get ready.  

 


• Check and refresh your home and vehicle emergency supply kits.

• Reduce power consumption to relieve strain on the power grid.

• Keep your cellular devices charged and enable emergency alerts on your cell phone.

• Insulate pipes and let faucets drip to prevent freezing.

• Ensure that your home’s heating systems are functioning properly and call for repairs if they are not.

• When using a backup heating source, make sure you have proper ventilation to protect you and your family from carbon monoxide.

• Do not run generators or grills indoors. This includes your garage. Remember that carbon monoxide is a colorless and odorless gas that is deadly.

• Have a fire extinguisher ready and accessible.

• Take care of the pets and keep an eye on your neighbors who may need a hand.

• Monitor reliable sources of information, like the US National Weather Service Newport/Morehead City NC, for the latest weather conditions.

Outer Banks Regional 

Hazard Mitigation Plan Draft

The Outer Banks Regional Hazard Mitigation Plan draft is now available. This plan evaluates our community’s hazard risks and vulnerabilities and establishes goals, objectives, and actions for reducing risk and building local resilience. Take this opportunity to review the plan and provide your feedback to the planning team. Click here or scan the QR code below to submit comments on the draft plan by January 31st. A public meeting is scheduled for January 28, 2025 at 5pm to present the draft plan and gather feedback. Register here to attend online or join us in person at the Dare County Emergency Operations Center (370 Airport Rd, Manteo, NC 27954).

2025 Advanced Solid Waste Collection Schedule

2025 KDH Dog Licenses Available

Annual dog licenses are required for each canine over four months old. They should be renewed in January of each year. 

The cost of a KDH dog license is $5.00 per dog (if not spayed/neutered) or $2.50 per dog (if spayed/neutered). 

To obtain a license, complete the below form and either bring it to the cashier's window at the town hall or mail it to our finance department at P.O. Box 1719, KDH, NC 27948. If you are mailing it, you will need to provide a self-addressed stamped envelope so the tag can be mailed back.

Along with the completed form and payment, a copy of rabies certificate and proof of spaying/neutering (if applicable) is required.
