Action Needed to Oppose Offshore Drilling, Seismic Testing, and Leasing

Since 1989, the Town of Kill Devil Hills Board of Commissioners has stated its strong opposition to offshore drilling, seismic testing, and leasing.

Recently, the Department of the Interior announced the start of its process to develop a new Five-Year Plan for offshore oil and gas lease sales on the U.S. Outer Continental Shelf, and North Carolina is included in the planning area.

Our coastal economy, environment, and way of life are at risk. Our economy thrives with the tourism and recreation sector employing 85% of its marine economy, contributing 56% to the overall marine GDP of $4 billion. An oil spill would devastate this vital sector, jeopardizing jobs and revenue while harming the pristine marine ecosystem that attracts visitors.

The Bureau of Ocean Energy Management (BOEM) is preparing the 11th National Outer Continental Shelf Oil and Gas Leasing Program, which will replace the current 2024–2029 plan. The BOEM is requesting public comments on whether, where, and how offshore oil and gas drilling should proceed. Please consider joining the KDH Board in their opposition.

This is a critical opportunity for communities, businesses, and leaders to voice support for protecting their coastal economies, ecosystems, and quality of life.

DEADLINE: Comments must be received by June 16, 2025 at 11:59 PM EST.

Improvements to 

Hayman Boulevard Beach Access

At the beginning of May, construction was completed by D & B Bulkheads, Inc., at the Hayman Boulevard Beach Access. A 116-foot elevated walkway was constructed over the dune system to accompany the existing 59 space parking area on the west side of NC12.

The Town of Kill Devil Hills applied for a grant through the North Carolina Public Beach and Coastal Waterfront Access Program that covered roughly 75% of the total project, which was totaled at $94,015.

This project was proposed to reduce foot traffic over the existing dunes and improve one of the Town’s most popular beach accesses.

In the past, the eastside of Hayman Boulevard was relatively flat, creating easy access to the beach. However, over the past 5 years, partially due to the success of the Town’s beach nourishment project, a robust 23-foot dune has grown between NC12 and the sand beach. This has made it difficult for people to traverse and also started to damage the new dune system, which is why the site improvements were needed.

Nags Head Woods Guided Hikes Tour

We are proud partners with The Nature Conservancy - Nags Head Woods Preserve and are excited to share that they are spinning up some summer fun!  

Every Wednesday in June and July, at 10 a.m., you can join a guided hike in one of the largest remaining maritime forests on the East Coast. The hike lasts about one to two hours, and you'll learn about the cool plants and animals who make their homes in this incredible part of our community. You may be surprised to learn what lives in those woods....
