The Town of Kill Devil Hills Finance Department is proud to present the first edition of our Popular Annual Financial Report (PAFR). This report is designed to provide those with an interest in the Town’s financial activities a summary of our financial operations in a concise and user-friendly format. It’s our hope that the PAFR helps you gain a better understanding of the Town’s financial activities and our commitment to fiscal integrity and sound financial management. In addition, our aim with this report is to provide a level of transparency that gives you the utmost confidence in how your Town operates. Take Action Against Proposed Homeowners’ Insurance Rate IncreasesThe NC Rate Bureau is proposing to increase rates for homeowners’ insurance across the state, which would take effect in August 2024, unless denied by NC Insurance Commissioner Mike Causey’s office. The proposed increase for our area would be 45.1% in Dare County beach communities and 33.9% for inland areas. The KDH Board of Commissioners recently passed a resolution opposing a homeowners’ insurance rate increase and has submitted the resolution in opposition to the proposed rate increase to NC Insurance Commissioner Causey. The statements will also be submitted through a public comment process. The Kill Devil Hills Board of Commissioners has consistently supported KDH families and affordable housing options, but such egregious insurance rate proposals only harm KDH families, making homeownership even more difficult. Homeowners will be priced out of the market, or be penalized by being forced to raise their deductible levels in an attempt to offset the requested astronomical insurance premiums. 2024 Dare County Reentry Permits Now Available Dare County Emergency Management encourages all non-resident property owners as well as business owners to obtain their 2024 reentry permits, which are now available online at DareNC.gov/Reentry To enter Dare County following a mandatory evacuation, individuals must present a current reentry permit along with a valid corresponding ID. Expired reentry permits from previous years will not be accepted. All Dare County residents are welcome to apply for a reentry permit; however, a valid ID that contains a Dare County address is sufficient on its own for local residents. (A reentry permit would be redundant and is therefore not necessary for these individuals to obtain). Reentry permits are issued as a PDF file that is sent via email to applicants with the required credentials and can be obtained via Dare County’s online system at any time. Once they have been issued, reentry permits will expire at the end of the calendar year. Individuals who were issued 2023 reentry permits—with the exception of business owners/managers who have previously been issued permits—will need to apply for a new reentry permit for the current calendar year. Brief Survey: Help Shape the Future for Dare County Children & YouthThe Children & Youth Partnership for Dare County invites members of the Dare County community to help plan for the future of local children and youth by taking a short survey that is designed to identify which services are currently the most needed in our area. The feedback gathered from the five-question survey will be used at the sixth annual State of the Children Conference for Dare County in March 2024 to help guide future planning for Dare County children and youth. The goal of this program is to bring greater awareness about issues related to Dare County’s youth, including childcare, early learning, mental health and recreation.
