What’s a town code?
Have you ever noticed a section symbol (§) followed by a series of numbers and then a rule that follows? The section symbol is a character used mainly to refer to a particular section of a document, such as a town code. A town code is a collection of laws passed by a local governing board, in our case, the Kill Devil Hills Board of Commissioners. The KDH Board of Commissioners is comprised of five members, including the Mayor, who are elected by the public (yes, by you).
Town laws are called ordinances and as long as they do not conflict with the laws of the state of North Carolina, these ordinances are the official laws in Kill Devil Hills. For every ordinance adopted by the Board of Commissioners, an official copy is signed by the Mayor and the Town Clerk and kept in the Town Clerk’s Office.
All ordinances passed by the Board of Commissioners are to be in full force and effect from and after their adoption unless the Board establishes a different effective date at the time of such adoption.
But, before an ordinance can be created or changed, the public (yep, you again) has the chance to offer their opinions to the Board of Commissioners at its regular meeting.
