Kill Devil Hills Town Hall to Lift Entry Restrictions Beginning Monday, November 15, 2021, the Town of Kill Devil Hills will no longer be requiring customers to make an appointment or coordinate entry into the town hall. Our doors will be open to the public during regular business hours (M-F, 8-5 p.m.). (Due to safety measures in place for employees and customers, access to the town hall was previously granted by appointment only as we were navigating our way through the COVID-19 pandemic.) Although our doors will be open for citizens to conduct business with us at their leisure, citizens are still encouraged to visit our website, call, or email the department in which they are needing assistance, as many services can be provided remotely. Finance Department The Finance Department encourages customers to continue to take advantage of its dropbox located outside of the Police Department to submit payments. Planning and Inspections Department The Planning Department would like to encourage customers to continue to use the backdoor of their department for entry (if physically able). The dropbox and permit box will remain in place and their use is strongly encouraged. The Planning and Inspections Department will continue to accept online permit applications for review and issuance. For new dwellings and residential or commercial additions, applications will need to be made in person. All town departments will have hand sanitizer for use and face masks available for those who prefer to wear them. The North Carolina Department of Health and Human Services recommends that people who are not vaccinated wear a mask and maintain social distancing.

Hydrant Flushing is UnderwayThe Kill Devil Hills Public Services Department began conducting its fire hydrant flushing program on Wednesday, November 3, 2021. It is excepted to last until approximately Wednesday, November 24, 2021.
Customers may experience a momentary loss of water pressure or temporary water discoloration and should check color of water prior to washing clothing.

Beach Driving in KDHBeach driving season runs from 10/1 - 4/30. You must have a permit to drive on the beach.
Permits are available at the KDH Town Hall (M-F, 8 a.m.- 5 p.m.) Seasonal permits are $25 and temporary permits are $10 (good for 14 days). Temporary permits are ONLY available for purchase at the KDH Town Hall.
The Towns of Kill Devil Hills and Nags Head have a reciprocal program that allows a KDH beach driving permit holder to drive on Nags Head beaches and vice versa.
A few reminders: - Beach driving is only allowed with a permit.
- Air down your tires!
- The speed limit on the beach is 15 mph.
- Drive cautiously, paying close attention to the water, foot-travelers, and your surroundings.

Join us at the First Flight Holiday Markets!The Town of Kill Devil Hills is proud to present you with the opportunity to shop local and support small businesses this holiday season at our First Flight Holiday Markets. With over 50 vendors planning to participate – and a wide variety of goods from sweet & savory treats, woodworking, photography, paintings, jewelry, candles, bath and body items and so much more - you’re sure to find one-of-a kind items for every one on your shopping list!

The markets will be located at Aviation Park (103 Veterans Drive) and will be held in/around the hockey rink. Parking is available at the park and overflow parking is available at the First Flight High School. * Please note: on the Tuesday dates, overflow parking at the high school will not be available until 4:30 p.m.

Safety Tips for Driving in the Dark
|
|
|
|
The time change can create challenges for commuters, including reduced visibility and less alert motorists.
Here are some important safety reminders from NCDOT: - Make sure your vehicle’s headlights, brake lights, turn signals and emergency flashers are working.
- Be alert and watch for bicyclists, pedestrians, and deer.
- Get plenty of sleep and be well rested to avoid driving tired.
- Keep the windshield clean to improve visibility. Allow time to defrost or defog, if necessary, before driving.
- Use the car's sun visor or wear sunglasses when the sun is at a low angle and producing a glare.
Headlight Use Reminders (don't be that person ??) - Switch headlights from high beam to low beam for approaching vehicles.
- If an approaching vehicle does not dim its lights, remind the driver by blinking the high beams once.
- Keep lights on low beam, even if the oncoming driver does not do likewise.
- Stay to the right and use the edge of the road as a guide.
- Reduce speed and avoid looking directly into the headlights of oncoming traffic.
- Never leave headlights on when parking along the road – they can blind drivers of oncoming vehicles, Instead, turn on the emergency flashers.

Public Input Needed on NCDOT ServicesThe N.C. Department of Transportation is again asking the public for feedback on how the agency is performing and ways it can improve its customer service.
Now in its sixth year, NCDOT’s survey takes about 15 minutes to complete, and the link is mobile-friendly.
Participation can help the department identify ways to make North Carolina transportation services safer, more efficient and customer focused.
Administered by North Carolina State University's Institute for Transportation Research and Education, the survey is grouped into eight core transportation services: motor vehicle transportation (highway), bicycle, pedestrian, transit (local bus), passenger rail, ferry, general aviation and the Division of Motor Vehicles.
The N.C. General Assembly requires the survey and results be used to measure NCDOT’s customer service performance across the department.
Survey responses must be received by the end of November. The results will be available to the public on the agency’s website, www.ncdot.gov, by March 2021.
