Governor Cooper Announces NC will move into Phase 2.5Governor Roy Cooper announced a careful step forward, moving North Carolina into "Safer at Home Phase 2.5" restrictions, beginning Friday, September 4, 2020, at 5:00 p.m.
What does this Order change? • Mass gathering limits will be increased to 25 people indoors and 50 people outdoors. • Playgrounds will be allowed to open. • Museums and aquariums can open at 50% capacity. • Fitness and competitive physical activity facilities can open at 30% capacity. • All employers in North Carolina are strongly encouraged to provide face coverings to their employees. What remains the same under Phase 2.5? • Bars, nightclubs, movie theaters, amusement parks, dance halls, and other entertainment facilities will remain closed. • Restaurants remain subject to capacity limits and other requirements for inperson dining. • Personal care businesses such as hair salons, nail salons, barber shops and more remain subject to capacity limits and other requirements. • Large venues remain subject to the mass gathering limits. • Wedding receptions and other private events remain subject to the mass gathering limits. • Face coverings are still required in public. Kill Devil Hills Facilities to Re-openThe following Kill Devil Hills' facilities will re-open on Friday, September 4th at 5:00 p.m., as a result of Executive Order 163: the playground at Aviation Park, the playground at Copley Park, and the playground at Hayman Park.
Those utilizing playgrounds must adhere to social distancing guidelines as outlined by the CDC and NC Department of Health and Human Services.

KDH Ocean Rescue Extends ServicesKill Devil Hills Ocean Rescue Lifeguards have been working hard all summer to ensure the safety of Town residents and visitors. Following the Labor Day holiday, our fixed lifeguard stands are typically removed from the beaches, and a roving patrol keeps watch over our beach.
With the anticipated increase in this year’s population, in addition to our usual roving patrol, the Town will be extending its Ocean Rescue services until October 15, 2020, by keeping five fixed and staffed lifeguard stands at the following beach accesses: Hayman Boulevard, 5th Street, 2nd Street, Ocean Bay Boulevard, and Neptune Drive.

Demolition of the Town's 56-year-old, 200,000-gallon water tower began Tuesday, September 1st, and the process only lasted several hours.The Tower was completely dismantled by Wednesday, September 2nd.
The new 160' high, 400,000-gallon water tower began serving the community on June 25, 2020, and it will allow the Town to serve our citizens in a way that the old tower could no longer sustain. It will stand tall as a beacon of pride for our Town for the next half a century, if not longer.
