In July 2017, the North Carolina General Assembly adopted legislation HB 436, which is now part of the 2017 Session Law, to implement system development fees for public water and sewer systems in the state. This bill requires local governments like Kill Devil Hills that provide water and sewer services to establish a cost-based justification for charging Water System Development Fees (SDF); this terminology will replace items known as “initial hook-up fees” or “impact fees.” Compliance with HB 436 must be in place by July 1, 2018.
A public hearing has been scheduled for Monday, June 11, 2018, at 5:30 p.m. in the Board of Commissioners Meeting Room at Kill Devil Hills Town Hall, located at 102 Town Hall Drive, off Colington Road. The Board of Commissioners will receive public comments, both written and oral on these two items.
