Bulk Trash Drop-off Yard
The purpose of the bulk trash drop-off area is to provide a place for owners of only improved properties in Kill Devil Hills to bring bulk trash, tree limbs or branches for disposal, subject to the procedures and restrictions outlined in the Town Code.
Recycle Center
The Recycle Center is open to all who would like to use it. It is located at 701 Bermuda Bay Boulevard, off Colington Road.

Prohibited items
The following are examples of bulk trash prohibited from drop-off at the town bulk trash drop-off area:
· Hazardous materials of any type waste, including empty fuel tanks, propane tanks or any pressurized containers;
· Any bulk trash from residential or commercial properties produced as a result of a contracted service.
Permit Required
A permit for utilizing the drop-off area must be obtained from the Public Services Department, Administration Division, 107 Town Hall Drive, off Colington Road. Permits are issued free of charge to owners and/or residents of improved properties in the town upon verification of two forms of identification (such as a driver's license, a water bill, a voter registration card, property tax bill or some other form of identification establishing and verifying that the improved property for which the permit is requested is located within the town). In order to utilize the drop-off center, one of two types of permits must be obtained.
Completion of an application form containing the following minimum information is required: name, address, permit number and the model and license number of the vehicle that will be used to haul the bulk trash for drop-off. Upon receipt, the permit must be affixed to the left front bumper of the vehicle. Only one permit will be issued for each improved property.
A special use permit will be issued upon request only to disabled or infirm residents or owners of improved residential properties that may otherwise be able to show just cause that would prevent them from bringing bulk trash to the bulk trash drop-off center. Each request for such a permit will be reviewed on a case-by-case basis by the Public Services Department. The special use permit is valid for a 30-day period for disposal of bulk trash debris generated on-site at the improved residential property. Presentation of this permit will allow the use of the bulk trash drop-off center by someone other than the resident or property owner.
Bulk Trash Collections
The purpose of bulk trash collections is to provide a service to the town’s improved property owners in assisting with the disposal of large bulky household items. This service is scheduled town-wide twice yearly - once each fall and once each spring at specific times designated by the Public Services Department.
Separation of items required
Bulk trash must be separated, sorted and bundled as follows:
· Tree limbs and branches;
· Bagged yard waste;
· White goods and metal items (such as refrigerators, stoves, washing machines and dryers, hot water heaters, bicycles - with tires removed, metal lawn furniture, grills and the like); cables, pipe, and the like, less than twelve feet in length;
· Large furniture items (such as sofas, beds, mattresses).
· White goods and metals; bicycles must have tires removed;
· Non-recyclable glass;
· Furniture such as beds, sofas, mattresses, chairs and the like; construction and demolition materials such as flooring, cabinets, paneling, carpeting, insulation, lumber and other wood products and bundled shingles;
· Not more than one wheelbarrow load of brick, concrete or asphalt materials;
· Tree limbs and branches and yard waste;
· Lawnmowers, weed eaters, blowers or similar gas-powered equipment, with gas tanks removed;
· Bulk trash generated on-site at the property.
Prohibited bulk trash collection items
The following items are examples of prohibited bulk trash collection items:
· Hazardous materials of any kind, such as antifreeze, containers of oil, paint or other petroleum- based products, batteries;
· Cardboard or paper of any kind;
· Construction and demolition materials of any kind, such as carpeting, flooring, cabinets, paneling, insulation, drywall, lumber or loose wood of any kind, pallets, shingles, windows, bricks, concrete or asphalt or glass;
· Glass, televisions, mirrors, windows, fluorescent light tubes;
· Cars, boats, trailers, lawnmowers, weed eaters and propane heaters or any parts thereof;
· Tires;
· Tree stumps;
· Vegetation or debris as a result of clearing unimproved properties;
· Any item that is too large to be safely handled by town personnel;
· Any bulk trash from commercial properties produced as a result of a contracted service; and,
· Recyclable materials.
