Stormwater Management and Your Neighbors

The Town encourages adjoining property owners to consider the effects large amounts of fill will have on their neighbors.

  As the Outer Banks has developed over the years, so have various regulations regarding building and construction also changed.   For example, prior to construction private property owners are now required to fill their lots to the base flood elevation as determined by the Federal Emergency Management Agency. 

In Kill Devil Hills there are many areas, particularly along Bay Drive, where there are a variety of developed and undeveloped properties, including those developed during a time that required less fill material than that required by today’s construction standards.

Before you build, we hope you will consider the effects your project may have on adjacent properties.  Please:

 

§         Be aware of how much fill you are required or desire to place on your property,

§         Determine the effects your project will have on your adjacent property owners (are you higher or lower than your neighbors). 

§         If you are intending to fill above your adjacent neighbor’s property,  plan ahead to retain water from flowing “down hill” with shallow swales or bulkheads along the property line to limit any adverse effects on the neighbors. 

§         If you do not intend to fill as high as your neighbor’s property,  be aware that water flows down hill and take the necessary steps to mitigate water flowing onto your property.

 

It is important to be aware of stormwater and how what you do on your property may ultimately affect your neighbors.   Be considerate of those around you and work together to provide the best practice for managing stormwater on private property.
