1. How do I obtain a dog tag?

Dog tags are required for all dogs over 4 months old. Bring a copy of the current Rabies Certificate from the vet to the cashier's window in the Finance Department, 102 Town Hall Drive. There is a $5.00 fee for your tag.

2. Are dogs allowed on the beach?

Between May 15 and September 15 of each year, no dogs shall be permitted on the public beach between the hours of 9:00 a.m. and 6:00 p.m. unless being used to aid a handicapped person. At all other times, no dogs shall be permitted on the public beaches except upon a leash and under the control of owner or handler.

2. When are members of the Town's Board of Commissioners elected?

The mayor's seat is elected in November, every two years in odd-numbered years. The other four members of the Board of Commissioners serve staggered terms, with two seats being elected along with the mayor's seat every two years. The mayor serves two years; each member of the Board of Commissioners serves four years.

3. How can I register to vote?

Voter Registration
You may register to vote in Dare County if you are:
· A citizen of the United States; and
· 18 years of age or older by the general election (see 17 year olds on back); and
· A legal resident of Dare County for 30 days by the date of the next election

You should register to vote if you:
· Are not registered to vote in Dare County; or
· Have been placed in an inactive registration file

You must update your registration if you:
· Have moved to another address within Dare County since you registered to vote; or
· Have changed your name; or
· Wish to change your party affiliation

Party Affiliation
When you register, you will need to declare your party affiliation. You may register with any recognized party in the State of North Carolina. Party affiliation determines the Primary in which you are eligible to vote. You may also register as unaffiliated.

An Unaffiliated voter is currently allowed to vote in the Democratic or Republican Primary. The individual party has the authority to permit Unaffiliated voters to vote in its primary. On election day the Unaffiliated voter must state the political party with which he affiliates and in whose primary he wishes to vote.

1. Do I need a business license?

Any business that conducts business within our town needs a business license.
Conducting business is defined as:
1)Maintains a business location within the town
2)Solicits business within the town
3)Performs services within the town

2. How do I apply for a Business License?

Fees are based on the type of business conducted, and are for the fiscal year of July 1st through June 30th. If the business is begun after January 1st, the amount of the tax due is prorated 50%.
Forms are available at the Cashier counter, 2nd floor of Town Hall, or may be mailed, faxed or emailed by calling 449-5345.

3. What are Town Hall’s hours of operation?

Monday - Friday
8:00am - 5:00pm

4. What is the Town's current Population?

Kill Devil Hills' year-round population is estimated to be approximately 6,800.

5. How are my property taxes determined?

The ad valorem tax rate is established at the time the town's operating budget is adopted. The budget must be in place by June 30th of each year and in their action to adopt the budget, the Board of Commissioners also establishes the tax rate.

6. Why does the Town not accept payment at the cashier window in the form of credit or debit card?

The Town does not accept credit/debit card payments at the cashier window because there is an additional fee charged to the Town by the bank for processing a credit/debit card payment. At this time, the Town has chosen not to absorb the fee. However, the Town uses the Official Payments clearing house to process online credit/debit card payments for utility and tax payments for a convenience fee of $4.95 for utility payments and a tiered fee schedule for real estate back taxes, which is passed on to the customer. Credit/debit card payments can be made at the Town Hall via the Town's website at www.kdhnc.com using the computer for public use located in the foyer of the Administration Department. Online credit/debit card payments can also be made anywhere you have access to the Internet at www.kdhnc.com by clicking "online payment." Online payments can be made using American Express, MasterCard, Discover and Visa.

Fire Department

1. How do I obtain a burn permit?

There is no open burning allowed within the Town of Kill Devil Hills.

2. How can my students, club or organization arrange a tour of the fire station?

We are always glad to teach our residents, visitors, and their children about fire prevention and protection services in Kill Devil Hills. Call Fire Marshal John Risoldi to make arrangements. He can be reached by telephone at 252-480-4060, extension 227; or by Fax at 252-480-2970.

3. Where is the fire station located in Kill Devil Hills?

1634 North Croatan Highway, approximately one mile north of the Wright Brothers National Memorial; and, approximately 1/2 mile south of the K-Mart.

4. How often should I change the batteries in my smoke detectors?

You should replace the batteries in your smoke detectors twice a year. A good way to remember is to do this when you change your clocks Eastern Standard Time in the Fall and for Daylight Saving Time in the Spring.

5. Can I have a bonfire on the beach?

Bonfires are classified as open burning and so, therefore, are not allowed.

6. Can I shoot fireworks?

N.C. state law prohibits any fireworks that propel an object or that explode. Permissible fireworks emit only sparks or smoke from a stationary position. Please refer to our the Adobe file, Fireworks Safety, on the Fire Department page, to learn more about fireworks safety.

7. Can I cook out on the beach?

Yes. Cooking is not classified as open burning. You must use a grill or some other method that completely encloses the fire, and you must remove all debris and ashes from the beach when you are done.

1. Do I need a permit to get married on the beach?

No permit is required. It is suggested that you inform the Police Department of your wedding date to alert them of possible parking problems. There are ordinances you should be aware of, too. No glass bottles are allowed on the beach. Beach driving is limited to the off-season months. And, there are noise regulations.

2. I'd like more information about weddings, family reunions and other gatherings. Can you help me?

1. I submitted an application for employment over a year ago and would now like to be considered for a current vacancy. Can you use the old application?

We require applications to be submitted for the desired position. Applications are kept on file for two years; however, prospective employees are encouraged to complete new applications that are up-to-date and include information for the position for which they are applying.

2. I'd like to pay a traffic ticket. Can I do that in your office?

Unless the ticket or citation is a civil citation issued by the Town of Kill Devil Hills Police Department or other authority, citations must be paid through the Dare County Clerk of Court. Please call 252-475-9100.

3. How can I contact the Division of Motor Vehicles for driver's license renewal or issuance?

The telephone number is 252-475-3712. The Driver's License Bureau is located at 517 Budleigh Street in Manteo. Regular business hours are from 8-5 daily.

On the 3rd Monday and Tuesday you may go to the Dare County EMS Station, behind the Town's Fire Station, at 1632 North Croatan Highway for this service.

4. I also need to contact the vehicle registration office, can you help me with that?

The area's North Carolina License Plate Agency s located in the Island Pharmacy, Chesley Maill, 210 Highway 64, Manteo. Their telephone number is 252-473-3926 and their regular hours are Monday through Friday, 8:30am - 12:30pm and from 1:30pm - 5:00pm.

5. Can I get a copy of the deed for my property through the Town of Kill Devil Hills?

No. For that, you need to contact the Dare County Register of Deeds, 252-475-5970.

Ocean Rescue

1. Can I swim when red flags are flying?

Red flags in Kill Devil Hills are precautionary. They alert swimmers to special hazard conditions but it is up to the individual to heed the warning.

2. How do I obtain a beach wheelchair?

Beach wheelchairs are available on a first-come, first-served basis for use within Town limits. Paperwork must be filled out at the Fire Department located at 1634 North Croatan Highway (beside the Dare Centre).

1. Can I pay my ticket without coming to Court?

If you committed an offense for which a fine was imposed, you simply need to follow the instructions on the back of the citation as it pertains to the proper mailing procedures.

2. Where do I pay my parking ticket fine?

Kill Devil Hills Municipal Complex located at 102 Town Hall Drive, Kill Devil Hills. 2nd Floor, Finance Department.

3. Can the police check my house while I am on vacation?

Simply call the police department and let the officer know the dates that you will be out of town. While on patrol, the officers will make an extra patrol by your residence.

4. Can I drive on the beach?

Yes, beach driving is allowed October 1 through April 30, provided that the vehicle is registered and licensed and has passed all safety inspections required by the state vehicle registry and is designed and authorized for operation on the public highways by G.S. Ch. 20. The operator of that vehicle must be a licensed operator and cross the front dune only at designated access points.

5. Does the Town have noise regulations?

Yes. Chapter 130, General Offenses, addresses noise issues. The full text of Section 130.02 Noise, is available on our website.

6. How do I appeal a civil citation issued for parking violation?

Any civil citation issued pursuant to Section 10.99 may be appealed first to the head of the issuing department, or their designees, and, then to the Town Manager, or her designee, if the appealing party finds the departments head's decision unacceptable in accordance with this section. An appeal of a civil citation shall adhere to the following procedure:
(A) To be considered, an appeal of a civil citation shall be submitted in writing to the Town Clerk within 14 days from the date the civil citation is issued.
(B) Upon receipt, the Town Clerk shall forward the appeal to the department head for review and action to either reverse or affirm the issuance of the civil citation. In their consideration

We only accept applications when positions are available; however, once your application is on file you may request it be considered for any position that becomes open. 2. Do water lines have to be flagged, along with other utility services, before I dig?

Yes.

3. Why are you digging in my yard without my permission?

The Kill Devil Hills Public Services Department conducts construction activities within town right-of-ways and subdivision easement areas.
These public utility areas are set aside for such things as roads and streets; drainage infrastructure; water and sewer lines; telephone, cable TV and electrical power services.
These areas will vary in widths from 5 to 20 feet for property easements and 30 to more than 80 feet for town right-of-ways.
We have found in the past that in some cases, homeowners mistakenly believe that their property line runs to the edge of the street pavement but as stated above, this is not the case. Your property survey will show you where your property lines are and as to whether you have any easements associated with your property.

4. Did you really read my water meter, or did you estimate?

All meters are read. We do not estimate utilities billing.

5. Can I pay my bill over the phone?

Yes. To pay by credit card, please call 1-800-272-9829, code 4344. There is a fee to use this service.

Solid Waste Management

1. I have some bulky waste to put out, when can you send someone to get it?

We do not collect bulky waste by call in. We collect these items twice a year, once in the fall and once in the spring. You must obtain a permit from the Public Services Administration Division, 107 Town Hall Drive, off Colington Road, prior to bringing the items to the Dry Trash Drop Off Center next to the Recycle Center off Colington Road.

2. How can I safely dispose of unused paint or paint products?

The Town of Kill Devil Hills does not currently accept any unused paint or paint products. If you have unused latex paint, this paint can be solidified by allowing the paint to dry up in its original container. Sand or kitty litter can be added to the paint to assist it in solidifying. The solidified paint and paint container can then be disposed of in your normal refuse container.
The Dare County Recycling Department may be able to take full unused buckets of paint. Contact Carl Walker, the Recycling Coordinator, at 252-475-5880, for additional information. Contact the Albemarle Regional Solid Waste Management Authority, at 252-338-4458, for information about the disposal of all other paints and paint products.

3. My residential roll out cart is missing. What can I do?

I can look up the serial number for you so that you can locate your cart, call 480-4080. If it is not found you will have to purchase a replacement.

4. My residential cart is broken. What can I do?

If the cart is still within the 10-year warranty period, the Town may be able to fix your cart. If the cart is out of warranty but is an Ameri-Kart (square lid), you may be able to purchase some replacement parts from the Town. If it is an older style (oval lid) cart, the Town is no longer able to provide replacement parts for these carts. Depending on the nature of the damage you may need to purchase a new replacement cart.

If your cart is damaged, please contact the Public Services office, at 252-480-4080, and request that a Residential Roll Out Cart Inspection be completed on your cart. Once this inspection is complete, a Town employee will be able to provide you with additional information about the best way to fix or replace your cart.

5. Where do I get a permit for the dump?

107 Town Hall Drive. Head east on Colington Road, turn left on Veteran's Drive, take left on Town Hall Drive, turn right into the Public Services parking lot by the pond. Take two forms of identification and the license plate number of vehicle you will be using.

Water Plant Division

1. Where does the drinking water come from?

Our drinking water is purchased from the Dare County Regional System. The water originates from fresh and brackish-water wells.

2. Is the water safe to drink?

At this time our drinking water meets all state and federal drinking water standards.

3. Where can I get my water tested?

Several commercial laboratories are available for drinking water tests. The water plant staff will assist you with questions concerning your water.

4. Why do I have to be home for you to turn my meter on?

To prevent possible flooding, damages, loss of water. If you have a valve open or a burst pipe turning the water on without someone home to ensure that nothing is open or broken could result in damages

5. Why can't I fish in Fresh Pond?

State regulations prohibit recreational activities, such as fishing, in Class I reservoirs.
