The Dare County Emergency Management Department will assume the lead role in preparing for and directing local response to major emergencies and disasters, both natural and man-made. It works closely with all agencies, public and private, before, during and after emergencies and disasters to provide coordination and comprehensive protection of lives and property.
During most emergencies Kill Devil Hills will conduct its operations as necessary. When an emergency or also involves another jurisdiction then response coordination between agencies is necessary. In multi-jurisdictional emergencies/disasters, direction and control will be managed by the Dare County Control Group. The Control Group is a policy-making body that assumes a leadership role for the benefit of the entire county. Membership consists of the Dare County Chairman of the Board of Commissioners, the five municipal mayors, the Superintendent of the Cape Hatteras National Seashore, and the Dare County Sheriff.
